數(shù)字經(jīng)濟(jì)是全球經(jīng)濟(jì)日益重要的驅(qū)動力，在加速經(jīng)濟(jì)發(fā)展方面正發(fā)揮著重要作用。為拓展數(shù)字經(jīng)濟(jì)領(lǐng)域的合作，2017年12月3日，在第四屆世界互聯(lián)網(wǎng)大會上，中國、老撾、沙特、塞爾維亞、泰國、土耳其、阿聯(lián)酋等國家相關(guān)部門共同發(fā)起《“一帶一路”數(shù)字經(jīng)濟(jì)國際合作倡議》。中國、老撾、沙特、塞爾維亞、泰國、阿聯(lián)酋等國家有關(guān)部門代表出席了發(fā)布會?！丁耙粠б宦贰睌?shù)字經(jīng)濟(jì)國際合作倡議》，全文如下：數(shù)字經(jīng)濟(jì)是全球經(jīng)濟(jì)增長日益重要的驅(qū)動力，在加速經(jīng)濟(jì)發(fā)展、提高現(xiàn)有產(chǎn)業(yè)勞動生產(chǎn)率、培育新市場和產(chǎn)業(yè)新增長點(diǎn)、實(shí)現(xiàn)包容性增長和可持續(xù)增長中正發(fā)揮著重要作用。為拓展數(shù)字經(jīng)濟(jì)領(lǐng)域的合作，作為支持“一帶一路”倡議的相關(guān)國家，我們將本著互聯(lián)互通、創(chuàng)新發(fā)展、開放合作、和諧包容、互利共贏的原則，探討共同利用數(shù)字機(jī)遇、應(yīng)對挑戰(zhàn)，通過加強(qiáng)政策溝通、設(shè)施聯(lián)通、貿(mào)易暢通、資金融通和民心相通，致力于實(shí)現(xiàn)互聯(lián)互通的“數(shù)字絲綢之路”，打造互利共贏的“利益共同體”和共同發(fā)展繁榮的“命運(yùn)共同體”。為此，在基于自愿、不具約束力基礎(chǔ)上，我們提出以下倡議：Thedigitaleconomyisanincreasinglyimportantdriverofglobaleconomicgrowthandplaysasignificantroleinacceleratingeconomicdevelopment,enhancingproductivityofexistingindustries,cultivatingnewmarketsandindustries,andachievinginclusive,sustainablegrowth.Toextendthecooperationindigitaleconomy,ascountriessupportthe"TheBeltandRoad"initiative,whilebearinginmindtheprinciplesofinterconnection,innovation,openness,harmonyandinclusiveness,mutualbenefitandwin-wincooperation,wewillexplorewaystocollectivelyleveragedigitalopportunity,copewithchallenges,andwillstrengthenthePolicycoordination,Facilitiesconnectivity,Unimpededtrade,Financialintegration,andPeople-to-peoplebond.WeareworkingontobuildaninterconnectedDigitalSilkRoadandtocreateacommunityofsharedinterestsandsharedfuturewithwin-wincooperationandcommonprosperity.Tothisend,onavoluntaryandnon-bindingbasis,weproposethefollowinginitiatives:1、擴(kuò)大寬帶接入，提高寬帶質(zhì)量建設(shè)完善區(qū)域通信、互聯(lián)網(wǎng)、衛(wèi)星導(dǎo)航等重要信息基礎(chǔ)設(shè)施，促進(jìn)互聯(lián)互通，探索以可負(fù)擔(dān)的價格擴(kuò)大高速互聯(lián)網(wǎng)接入和連接的方式，促進(jìn)寬帶網(wǎng)絡(luò)覆蓋、提高服務(wù)能力和質(zhì)量。Expandbroadbandaccessandimprovequality.Improvetheconstructionofregionalcommunication,internet,satellitenavigation,aswellasotherimportantinformationinfrastructureandfacilitateinterconnection,explorewaystoexpandhigh-speedinternetaccessandconnectivityataffordableprice.Promotebroadbandnetworkcoverage,andimproveservicecapacityandquality.2、促進(jìn)數(shù)字化轉(zhuǎn)型促進(jìn)農(nóng)業(yè)生產(chǎn)、運(yùn)營、管理的數(shù)字化，以及農(nóng)產(chǎn)品配送的網(wǎng)絡(luò)化轉(zhuǎn)型。鼓勵數(shù)字技術(shù)與制造業(yè)融合，建設(shè)一個更加連接的、網(wǎng)絡(luò)化、智能化的制造業(yè)。利用信息通信技術(shù)改善文化教育、健康醫(yī)療、環(huán)境保護(hù)、城市規(guī)劃和其他公共服務(wù)。促進(jìn)智慧物流、在線旅游、移動支付、數(shù)字創(chuàng)意和分享經(jīng)濟(jì)等服務(wù)業(yè)的持續(xù)發(fā)展。Promotedigitaltransformation.Promotedigitizationofagriculturalproduction,operation,management,andnetworkedtransformationofagriculturalproductsdistribution.Encouragetheintegrationofdigitaltechnologyandmanufacturing,tobuildamoreconnected,networked,andintelligentmanufacturingsector.TakeadvantageofICTstoimproveeducation,healthandsafety,environmentalprotection,urbanplan,health-careandotherpublicservices.Promotethecontinueddevelopmentofservicesectorssuchassmartlogistics,onlinetourism,mobilepayment,digitalcreativityandthesharingeconomy.3、促進(jìn)電子商務(wù)合作探索在跨境電子商務(wù)信用、通關(guān)和檢驗(yàn)檢疫、消費(fèi)者保護(hù)等領(lǐng)域建立信息共享和互信互認(rèn)機(jī)制的可行性，加強(qiáng)金融支付、倉儲物流、技術(shù)服務(wù)、線下展示等方面的合作。加強(qiáng)消費(fèi)者權(quán)益保護(hù)合作。Encouragee-commercecooperation.Explorethefeasibilityofestablishingthemechanismofinformationsharingandmutualrecognitionaccreditationinfilesofcross-bordere-commercecredibility,customsclearance,inspectionandquarantine,consumerprotectionandsoon.Strengthencooperationinfieldsoffinancialpayment,warehousingandlogistics,technicalservice,offlineexhibition,etc.Strengthencooperationinprotectingconsumers’rights.4、支持互聯(lián)網(wǎng)創(chuàng)業(yè)創(chuàng)新鼓勵通過有利和透明的法律框架，推動基于互聯(lián)網(wǎng)的研發(fā)和創(chuàng)新，支持基于互聯(lián)網(wǎng)的創(chuàng)業(yè)。利用互聯(lián)網(wǎng)促進(jìn)產(chǎn)品、服務(wù)、流程、組織和商業(yè)模式的創(chuàng)新。Supportinternet-basedentrepreneurshipandinnovation.Encourageinternet-basedresearch,developmentandinnovation(RDI)andentrepreneurshipthroughanenabling,transparentlegalframework.Takeadvantageoftheinternettopromoteinnovationinproducts,services,processes,organizationsandbusinessmodels.5、促進(jìn)中小微企業(yè)發(fā)展通過政策支持，促進(jìn)中小微企業(yè)使用信息通信技術(shù)進(jìn)行創(chuàng)新、提高競爭力、開辟新的市場銷售渠道。推動以可負(fù)擔(dān)的價格為中小微企業(yè)運(yùn)營提供所需的數(shù)字基礎(chǔ)設(shè)施。鼓勵中小微企業(yè)為公共部門提供信息通信產(chǎn)品和服務(wù)，融入全球價值鏈。PromotedevelopmentofMSMEs.Promotepoliciesthatsupportmicro,smallandmedium-sizedenterprises(MSMEs)touseICTtechnologyforinnovation,improvedcompetitiveness,andnewdistributionchannelsinmarkets.PromoteaffordabledigitalinfrastructuresneededforthedigitizationofMSMEoperations.EncourageMSMEstoprovideICTsgoodsandservicestothepublicsectorsandtoparticipateinglobalvaluechains.6、加強(qiáng)數(shù)字化技能培訓(xùn)提升公眾數(shù)字化技能水平，確保從數(shù)字經(jīng)濟(jì)發(fā)展中獲益。開展數(shù)字技能的在職培訓(xùn)，提升從業(yè)人員的數(shù)字技能。鼓勵政府部門、大學(xué)和研究機(jī)構(gòu)、企業(yè)積極開展培訓(xùn)項(xiàng)目，促進(jìn)數(shù)字技能的普及和提升。Strengthendigitalcapabilitybuilding.Enhancepublicdigitalskillstoensurethedevelopmentofdigitaleconomybenefitsforall.Promoteon-the-jobtrainingtoupgradeemployees’digitalskills.Encouragegovernment,universitiesandresearchinstitutions,enterprisestoactivelycarryouttrainingprogramstopromotethepopularizationandupgradingofdigitalskills.7、促進(jìn)信息通信技術(shù)領(lǐng)域的投資通過促進(jìn)研發(fā)和創(chuàng)新（RDI）以及投資，包括數(shù)字經(jīng)濟(jì)跨境投資等方面的政策框架，改善商業(yè)環(huán)境。推動各類金融機(jī)構(gòu)、多邊開發(fā)機(jī)構(gòu)等投資信息通信技術(shù)基礎(chǔ)設(shè)施和應(yīng)用，引導(dǎo)商業(yè)股權(quán)投資基金以及社會基金向數(shù)字經(jīng)濟(jì)領(lǐng)域投資，鼓勵公私伙伴關(guān)系（PPP）等參與形式。鼓勵組織信息通信技術(shù)企業(yè)和金融機(jī)構(gòu)間的投資信息交流活動，鼓勵在信息通信技術(shù)領(lǐng)域相互投資。PromoteinvestmentintheICTSector.ImprovethebusinessenvironmentthroughpolicyframeworksthatfacilitateRDIaswellasinvestment,includingcross-borderinvestmentinthedigitaleconomy.PromotevarieskindsoffinancialinstitutionsandmultilateraldevelopmentinstitutionstoinvestinICTinfrastructureandICTapplications.GuidecommercialequityinvestmentfundsandsocialfundstoinvestinthefieldofdigitaleconomyandencouragePublicPrivatePartnerships.EncouragetheorganizationofinvestmentinformationexchangeeventsamongICTcompaniesandfinancialinstitutions,andmutualinvestmentintheICTsector.8、推動城市間的數(shù)字經(jīng)濟(jì)合作推動有關(guān)城市開展對點(diǎn)合作，支持對點(diǎn)城市間建立戰(zhàn)略合作關(guān)系，通過信息基礎(chǔ)設(shè)施建設(shè)、推動信息共享、促進(jìn)信息技術(shù)合作、推進(jìn)互聯(lián)網(wǎng)經(jīng)貿(mào)服務(wù)和加強(qiáng)人文交流，帶動國際交通物流提質(zhì)增效。探索建設(shè)“數(shù)字絲綢之路”經(jīng)濟(jì)合作試驗(yàn)區(qū)。鼓勵支持有關(guān)城市在各自城市分別建立“數(shù)字絲綢之路”經(jīng)濟(jì)合作試驗(yàn)區(qū)，推動雙方在信息基礎(chǔ)設(shè)施、智慧城市、電子商務(wù)、遠(yuǎn)程醫(yī)療、“互聯(lián)網(wǎng)+”、物聯(lián)網(wǎng)、人工智能等領(lǐng)域的深度合作。Promoteinter-citycooperationofdigitaleconomy.Promoterelevantcitiestocarryoutcooperationbetweencitypairs,supporttheestablishmentofstrategiccooperationrelationshipbetweencitypairs.Jointlybuildinformationinfrastructure,promoteinformationsharing,enhanceinformationtechnologicalcooperation,promoteInterneteconomicandtradeserviceandstrengthenpeople-to-peopleandculturalexchanges,inabidtodrivethedevelopmentofinternationaltransportationandlogistics.Exploreconstructionof“DigitalSilkRoad”economiccooperationpilotzone.Encouragerelevantcitiestosetup“DigitalSilkRoad”economiccooperationpilotzonerespectively.PromotedepthcooperationinInformationInfrastructure,SmartCities,E-commerce,Telemedicine,InternetPlus,InternetofThingsandArtificialIntelligence.9、提高數(shù)字包容性采取多種政策措施和技術(shù)手段來縮小數(shù)字鴻溝，包括各國之間和各國之內(nèi)的數(shù)字鴻溝，大力推進(jìn)互聯(lián)網(wǎng)普及。促進(jìn)數(shù)字技術(shù)在學(xué)校教育及非正式教育中的使用，推動實(shí)現(xiàn)學(xué)校寬帶接入并具備網(wǎng)絡(luò)教學(xué)環(huán)境，越來越多的學(xué)生可以利用數(shù)字化工具和資源進(jìn)行學(xué)習(xí)。加強(qiáng)各自的優(yōu)秀網(wǎng)絡(luò)游戲、動漫、影視、文學(xué)、音樂和知識資源等數(shù)字內(nèi)容開發(fā)，促進(jìn)各國文化交流、民心交融。Enhancedigitalinclusion.Useavarietyofpolicymeasuresandtechnicalmeanstobridgethedigitaldividesbetweenandwithincountries.Vigorouslyfacilitateinternetpenetration.Facilitatetheuseofdigitaltechnologyinschooleducationaswellasinnon-formaleducation.Strivetowardsrealizingbroadbandconnectivityandnetworkteachingenvironmentinschools,ensuringanincreasednumberofstudentscanlearnbyusingdigitaltoolsandresources.Strengthenthedevelopmentofhighqualitylocaldigitalcontents,suchasonlinegames,animation,filmandtelevision,literatureandknowledgeresources,andpromoteculturalexchangesandstrengthenpeople-to-peoplebond.10、鼓勵培育透明的數(shù)字經(jīng)濟(jì)政策發(fā)展和保持公開、透明、包容的數(shù)字經(jīng)濟(jì)政策制定方式。鼓勵發(fā)布相關(guān)的、可公開的政府?dāng)?shù)據(jù)，并認(rèn)識到這些對于帶動新技術(shù)、新產(chǎn)品、新服務(wù)的潛力。鼓勵在線公開招標(biāo)采購，支持企業(yè)創(chuàng)新數(shù)字產(chǎn)品生產(chǎn)和服務(wù)，同時保持需求由市場主導(dǎo)。Encouragecultivatingtransparentdigitaleconomypolicy-making.Developandmaintainopen,transparent,inclusive,evidence-baseddigitaleconomypolicymaking.Encouragepublishingofrelevant,publiclyavailablegovernmentdata,recognizingthepotentialtoboostnewtechnology,productsandservices.Encourageonlinepublicprocurementtosupporttheproductionofinnovativedigitalservicesandproductsbyenterprises.11、推進(jìn)國際標(biāo)準(zhǔn)化合作倡導(dǎo)共同協(xié)作開發(fā)相關(guān)技術(shù)產(chǎn)品和服務(wù)的國際標(biāo)準(zhǔn)的制定和應(yīng)用，這些國際標(biāo)準(zhǔn)應(yīng)與包括世貿(mào)組織規(guī)則和原則在內(nèi)的國際規(guī)則保持一致。Promoteinternationalstandardizationcooperation.AdvocatethejointdevelopmentofformulationandapplicationofinternationalstandardsfortherelatedtechnologyproductsandservicesthatareconsistentwiththeinternationalrulesincludingWTOrulesandprinciples.12、增強(qiáng)信心和信任增強(qiáng)在線交易的可用性、完整性、保密性和可靠性。鼓勵發(fā)展安全的信息基礎(chǔ)設(shè)施，以促進(jìn)可信、穩(wěn)定和可靠的互聯(lián)網(wǎng)應(yīng)用。加強(qiáng)在線交易方面的國際合作，共同打擊網(wǎng)絡(luò)犯罪和保護(hù)信息通信技術(shù)環(huán)境。通過確保尊重隱私和個人數(shù)據(jù)保護(hù)，樹立用戶信心，這是影響數(shù)字經(jīng)濟(jì)發(fā)展的關(guān)鍵因素。Strengthenconfidenceandtrust.Promotetheavailability,integrity,confidentialityandauthenticityofonlinetransactions.Encouragethedevelopmentofsecureinformationinfrastructuretopromotetrusted,stable,andreliableinternetapplications.JointlycombatcybercrimeandprotectICTenvironmentbystrengtheninginternationalcooperationontheseissuesinonlinetransactions.Buildconfidenceofusers,whichisanessentialelementofthedigitaleconomybyensuringtherespectofprivacyandprotectionofpersonaldata.13、鼓勵促進(jìn)合作并尊重自主發(fā)展道路鼓勵沿線各國加強(qiáng)交流、增進(jìn)相互了解，加強(qiáng)政策制定、監(jiān)管領(lǐng)域的合作，減少、消除或防止不必要的監(jiān)管要求的差異，以釋放數(shù)字經(jīng)濟(jì)的活力，同時認(rèn)識到所有國家應(yīng)與其國際法律義務(wù)保持一致，并根據(jù)各自的發(fā)展情況、歷史文化傳統(tǒng)、國家法律體系和國家發(fā)展戰(zhàn)略來規(guī)劃發(fā)展道路。Encouragecooperationwithrespecttoindependentchoiceofdevelopmentpath.Encouragerelevantcountriestoexchangeviews,promotemutualunderstanding,strengthencooperationinpolicymakingandregulationtoreduce,eliminate,orpreventunnecessarydifferencesinregulatoryrequirementstounleashthedigitaleconomy,recognizingthatallcountriesshouldchartdevelopmentpathsthatareconsistentwiththeirinternationallegalobligationsandtheirdevelopmentsituations,historicalandculturaltraditions,nationallegalsystems,andnationaldevelopmentstrategies.14、鼓勵共建和平、安全、開放、合作、有序的網(wǎng)絡(luò)空間支持維護(hù)互聯(lián)網(wǎng)全球?qū)傩缘男畔⑼ㄐ偶夹g(shù)政策，允許互聯(lián)網(wǎng)使用者依法自主選擇獲得在線信息、知識和服務(wù)。認(rèn)識到必須充分尊重網(wǎng)絡(luò)主權(quán)，維護(hù)網(wǎng)絡(luò)安全，堅(jiān)決打擊網(wǎng)絡(luò)恐怖主義和網(wǎng)絡(luò)犯罪，保護(hù)個人隱私和信息安全，推動建立多邊、民主、透明的國際互聯(lián)網(wǎng)治理體系。Encourageestablishmentofapeaceful,secure,open,cooperativeandorderlycyberspace.WesupportICTpoliciesthatpreservetheglobalnatureoftheInternet,allowInternetuserstolawfullyaccessonlineinformation,knowledgeandservicesoftheirchoice.Atthesametime,recognizethatweneedfullyrespectsovereigntyincyberspaceandsafeguardcybersecurity.Weneedresolutelyfightagainstcyber-terrorismandcyber-crime,protectprivacyandinformationsecurity.Topromotetheestablishmentamultilateral,democraticandtransparentinternationalinternetgovernancesystem.15、鼓勵建立多層次交流機(jī)制促進(jìn)政府、企業(yè)、科研機(jī)構(gòu)、行業(yè)組織等各方溝通交流、分享觀點(diǎn)，推動數(shù)字經(jīng)濟(jì)合作。加強(qiáng)數(shù)字經(jīng)濟(jì)方面的培訓(xùn)和研究合作。加強(qiáng)“一帶一路”國家間交流政策制定和立法經(jīng)驗(yàn)，分享最佳實(shí)踐。開展數(shù)字技術(shù)能力建設(shè)，歡迎和鼓勵聯(lián)合國貿(mào)易和發(fā)展會議、聯(lián)合國工業(yè)發(fā)展組織、經(jīng)濟(jì)合作與發(fā)展組織、國際電信聯(lián)盟和其他國際組織，在推動“一帶一路”數(shù)字經(jīng)濟(jì)國際合作中發(fā)揮重要作用。Encourageestablishingamulti-levelexchangemechanismtopromoteexchangesandshareviewsamonggovernments,enterprises,scientificinstitutions,industryorganizationsandrelevantinterestedpartiestopromotecooperationindigitaleconomy.Strengthentrainingandresearchcooperationindigitaleconomy.Promotecountriesof“TheBeltandRoad”toexchangeexperienceonpolicymakingandlegislation,andsharebestpractices.WelcomeandencourageUNCTAD,UNIDO,OECD,ITUandotherinternationalorganizationstoplayanimportantroleinpromotingtheinternationalcooperationofdigitaleconomyamongthe“TheBeltandRoad”countries.
